The literal answer to your questions is "yes" and "yes". Probably several
people subscribed to this list can work out how to do it. But this isn't
the right place to ask that sort of question.

lists.perl.org says that perl-dist is for "Discussion list for splitting the
Perl distribution to be more flexible." Not for answering general "how do I
..." questions.

I'd suggest that you ask that question on the list perl-beginner@perl.org,
or on the Perl Monks' site at http://www.perlmonks.com/
You may find other useful information at http://learn.perl.org/
However, Perl Monks is probably the best place to ask this sort of question.
